　　In accordance with state regulations and policies, laws, statutes and international practice, to draft specification in the trade, specify market behavior; to guide, superintend members and related enterprises to engage in business through abiding by laws, statutes of China as well as of countries where project are under construction; to draft and carry out coordination method, to coordinate business dispute in the trade; inspect and handle unfair competition, to protect fair competition, put forward with proposals of rewarding or penalty, maintain normal business order.

Strengthening of Interconnection Between Government and Enterprises to Express Enterprise Desire

　　To contact closely with members, express reasonable desire or make proposals to government, and assist government to draft relevant policies and statutes; help members to contact with competent departments and related organs of the government.

Furnishing of Information and Consultation
　　Guidance to Development of Market

　　Through network and periodical publications the Association furnishes members with pertinent laws, statutes, domestic and international economic and trading policies, development trend of the trade, international market research and management, project information service, and to expand information channel for members.
There is an expert committee in the Association to supply such consultation service as international works contracting, manpower supply service, application of information technique, financial and insurance support, and to guide and organize members to develop international market.

Various Training for Upgrading of Trade Quality

　　To guide training center of manpower to be dispatched abroad, administrate and issue qualified certificates to such manpower after training; organize drafting of textbooks for such manpower; perform internal and external training for teaching faculty of training center of manpower; hold various training classes, lectures, reports, symposiums as per members' requirement for promotion of operation and management level, upgrading of quality of manpower to be dispatched, and strengthening of members' international competition.

International Exchange for Promotion of International Cooperation

　　To establish and strengthen actively relationship with relative international organizations and organizations concerned in the industry of various countries (regions), attend international conferences on behalf of the industry, develop international exchange; organize members to participate in international prize appraisal and special exhibitions, carry out survey and research international market; organize foreign officials, entrepreneurs, specialists, etc. to visit China and exchange ideas with them for promotion of international cooperation
